11/19/18 ~ City of Blue Mound Regular Council Meeting

The City Council of the City of Blue Mound will hold a Regular City Council Meeting Monday, November 19^th, 2018 in the City Hall Council Chambers, 301 Blue Mound Road at 7:00 p.m. for the following agenda:

1.      Call to Order/Invocation/Announcement - Mayor Hooks

2.      Citizen’s Participation

3.      Consider acceptance and approval of written resignation of Thomas Crotzer, City Council Place 4.

a)      Pursuant to Texas Government Code Section 551.071, to receive legal advice from the City Attorney on the following matters in which the duty of the City Attorney to the City's governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code:

·         Complaint against Mayor Alan Hooks

·         Complaint against Water Superintendent, Dee Brewer

·         Complaint against City Secretary, Kat Nour

·         Complaint related to management of Crime Control District

·         Appointment of Councilmember to fill vacant position

5.      Discuss and Consider Ordinance No. 533 amending Chapter 1 of the Code of Ordinances, City of Blue Mound to add a new section prescribing the duties and powers of the Mayor of the City and authorizing the Mayor to discipline any employee of the City in accordance with the City of Blue Mound Employee Handbook

6.      Discuss and consider amending the City of Blue Mound Employee Handbook to provide that the Mayor is authorized to discipline any employee of the City in accordance with the Employee Handbook and to modify the provisions of the Employee Handbook consistent with the Mayor’s authorization

7.      Public Hearing Concerning the Establishment of a Municipal Drainage Utility System

8.      Discuss and Consider Ordinance No. 534, Amending the City of Blue Mound Code of Ordinances Chapter 13 , to add Article 13.07 Titled Municipal Drainage Utility System, Providing for the Establishment of a Municipal Drainage Utility System; Establishing the Billing and Payment of Stormwater (Drainage) Fees; Providing Penalties and Remedies for Failure to Pay Fees; Providing Exemptions from and Adjustment of Fees; Establishing Program Responsibilities; Providing Procedures for Appeals; Providing that this Ordinance Shall be Cumulative of All Ordinances; Providing a Severability Clause; and Providing an Effective Date

9.      Discuss and Consider Departmental Monthly Reports for October, 2018

A.  Police calls, arrests, and warrants totals

B.  Fire local and mutual aid calls and training totals

C.  Library visitors, books and materials loaned totals

D.  Community center, visitors, events, and activities totals
