04/16/18 ~ City of Blue Mound Council Meeting

The City Council of the City of Blue Mound will hold a Regular City Council Meeting Monday, April 16, 2018 in the City Hall Council Chambers, 301 Blue Mound Road at 7:00 p.m. for the following agenda: 

1.      Call to Order/Invocation/Announcement - Mayor Hooks

2.      Citizens Participation

3.      Discuss and Consider Adoption of Ordinance 523 Authorizing the Issuance and Sale of City of Blue Mound, Texas, Combination Tax and Surplus Revenue Certificate of Obligation, Series 2018: Levying an Annual Ad Valorem Tax and Providing for the Security for and Payment of Said Certificate; Providing an Effective Date; and Enacting Other Provisions Relating to the Subject

4.      Discuss and Consider Resolution 18-06 Regarding Funds to be Deposited into the Water Utility Note Account from the Water Utility Revenues: Increasing the amount voted on with Resolution 15-12 on September 21^st, 2015 from $35,800.00 Per Month to $43,800.00 Per Month to Compensate for the Additional Debt Amount; and Agreement that the Utility Note Account “Aside from Interest” May Not be Used for any Purpose Other than to Pay the Utility Notes

5.      Discuss and Consider

A.    Open Services Agreement with New Gen Strategies and Solutions for Reviewing and Updating Storm Water Fees

B.     Agreement with HALFF Capital Associates, Inc. for Professional Engineering Services on a Defined Scope of Services Basis, for Capital Improvement Plans (Appearance by Benjamin Pylant with HALFF Associates, Inc. - Engineers, Architects, Scientists, Planners & Surveyors

6.      MedStar Update given by Doug Hooten with Matt Zavadsky in attendance

7.      Discuss and Consider Resolution 18-07 Concerning Intent of the City of Blue Mound to Join and Participate in the PACE Purchasing Cooperative agreement; and Giving Authority to the Mayor to Execute said Agreement 

8.      Discuss and Consider Ordinance 524 Amending Chapter 2, Article 2.04 of the Code of Ordinances, City of Blue Mound, Texas; Amending the Procedures to be Followed for Impoundment of Certain Animals; Providing that this Ordinance Shall be Cumulative of all Ordinances; Providing a Severability Clause; Providing a Penalty for Violation; Providing for Publication; and Providing an Effective Date

9.      Discuss and Consider Monthly Employee Medical/Dental Insurance Allowance to be Distributed Towards Medical and/or Dental, Including Spouse and/or Children, if the Employee Chooses a Lesser amount of Insurance than the Allocated Allowance

10.  Discuss and Consider Ordinance 525 Amending the Period of Time that Solicitor’s Licenses Shall be Valid; Providing that the City Shall Issue Such Licenses; and Providing that the Required Bond Shall be made Payable to the City of Blue Mound. Texas; Providing that this Ordinance Shall be Cumulative of All Ordinances; Providing a Severability Clause; Providing a Penalty for Violation; Providing for Publication; and Providing an Effective Date

11.  Discuss and Consider Purchase of Police Vehicles

12.  Discuss and Consider “Trial” - Optional 4-day, 10 Hour Work Schedule for Departments and Employees that Choose to Implement Such, Provided that all Normal Shifts are Covered in a Professional Manner Throughout the Work Week, to be Moved out of Trial Era and Into Permanent Within 3 Months, Provided the Trial Era is Successful. If the Trial Era is Unsuccessful, The Optional 4-day, 10 Hour Work Schedule Shall Revert to the 5-day 8 Hour Work Schedule. Success will be Determined by Complaints from the Mayor, Council Members, Citizens and Co-Workers of a Lack of Answering the Phones and/or Keeping up with Job Performance in a Timely Manner

13.  Discuss and Consider Departmental Monthly Reports for March, 2018

A.  Police calls, arrests, and warrants totals

B.  Fire local and mutual aid calls and training totals

C.  Library visitors, books and materials loaned totals

D.  Community center, visitors, events, and activities totals

E.  Public Works

14.  Discuss and Consider Approval of March, 2018 Accounts Payable

15.  Discuss and Consider Approval of March 19th, 2018 Meeting Minutes

16.  Adjourn
