09/19/16 ~ City of Blue Mound Regular Council Meeting


The City Council of the City of Blue Mound will hold a Regular City Council Meeting & Public Hearing on Monday, September 19, 2016 in the City Hall Council Chambers at 301 Blue Mound Road at 7:00 P.M. for the following agenda:

1.    Call to Order / Invocation / Announcements

2.      Citizens Participation (Limit to 3 Minutes – Complete Speakers request form and Submit to City Secretary prior to the start of meeting)

3.      Executive Session:

Pursuant to Texas Government Code Section 551.071, to receive legal advice from the City Attorney on matters related the process for grievances filed against City personnel in which the duty of the City Attorney to the City's governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code.

5.      Discuss and Consider Ordinance No. 510 Setting and Adopting the Tax Rate for the City of Blue Mound for 2016 – 2017 Tax Year

7.      Open Bids for the 2010 Ford F150 4 Door Red 4 Wheel Drive

8.      Discuss and Consider Employee Christmas Dinner “Date, Time & and Catering”

9.      Personal Appearance by Walter Beayrd with Farmers Insurance to discuss helping with Sponsorship of City Events

10.   Discuss and Consider the Replatting of Land for Carvana and Jerry DeLaney

11.  Discuss and Consider Christmas Event


12.  Discuss and Consider Halloween Event

13.  Discuss and Consider Ordinance 511 of the City of Blue Mound, Texas Amending  Ordinance 506 which Established Water and Sewer Rates

14.  Discuss and Consider Ordinance 512 of the City of Blue Mound, Texas Amending “Section 18, Parking Regulations,” of the Comprehensive Zoning Ordinance

15.  Discuss and Consider request by Charles Stoker to receive payment for his accrued Sick Pay in the amount of 25.47 hours

16.  Discuss and Consider Professional Agreement with Franklin Legal Publishing for Codification of Blue Mound Ordinances

17.  Discuss and Consider Food Vendors Permit Price to be Increased to $150.00 per year

18.   Discuss and Consider Appointing Christopher Jones as the Associate Judge in the Event that Judge Knapp is unable to Attend Court

19.   Discuss and Consider Resolution 16-07 Declaring Certain Personal Property owned by the City to be Surplus Property and Authorizing the Director of Public Works to Dispose of such Property

20.  Discuss and Consider Departmental Monthly Reports for August, 2016

A.  Police calls, arrests, and warrants totals
B.  Fire local and mutual aid calls and training totals
C.  Library visitors, books and materials loaned totals
D.  Community center, visitors, events, and activities totals
E.  Public Works

21.   Discuss and Consider Approval of August, 2016 Accounts Payable

22.   Discuss and Consider Approval of August 15, 2016, and September 12, 2016 Meeting Minutes

23.   Adjourn


Note: The City Council reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by the Texas Government Code, Section 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.087 (Economic Development).
